⚖️ The EU Packaging Regulation 2025/40 (PPWR) came into force on 11 February 2025, and will be enforced in all EU member states from 12 August 2026, replacing the Directive 94/62/EC.
📦 The PPWR aims to establish harmonized rules for packaging and packaging waste within the EU, with the main objectives to reduce the environmental impact of packaging and to improve the management of packaging waste, fostering a circular economy and reducing barriers to the internal market for products.
📌 Here the major keypoints:
1. Safety: packaging must be designed and manufactured to minimize the presence of hazardous substances and to ensure it can be safely transported, used, and disposed of.
2. Sustainability and waste reduction: packaging must be designed to minimize waste and excess material; it must comply with recyclability and minimum recycled content requirements by grade.
3. Labelling: harmonized labels showing material composition and recycling instructions with standardized recycling symbols are mandatory; QR codes are allowed for digital info.
4. Green claims: only permitted if they exceed regulatory requirements.
Extended Producer Responsibility (EPR): producers must cover costs (fees are based on eco-modulation) for collection, sorting, and recycling.
5. Derogations: exemptions are provided for certain pharmaceutical packaging and medical devices in order to protect patient safety, product integrity and compliance with existing health regulations (e.g. Regulation 2017/745 on medical devices, Directive 2001/83/EC on medicinal products).
